Vіktor Neobiavliaiushchyi was born in Russia, in the village of Bilonogovo of the Amur region in the family of a serviceman. In 1961 the artist entered the Leningrad Art and Pedagogical Graphic School, graduated in 1965. The following year he began studying at Alexander Herzen Leningrad State Pedagogical Institute on a part-time basis. Neobiavliaiushchyi combined education with diverse activities: he was the Head of the library in Petrozavodsk, worked as a designer at A.V. Kutsenko Petrozavodsk State University, performed the duties of a locksmith of control devices of the Armavir Higher Aviation Command School and was an assistant of the director at the Karelian Philharmonic. During the period from 1971 to 1972, the artist served in the Soviet Army. After completing the service, Neobiavliaiushchyi received a teacher's diploma in drawing and drafting and began to work as an artist-decorator at Zhytomyr Art and Production Workshops. He is a gifted painter who uses his talent in the creation of decorative wall paintings.
